Quite surprising. Doesn't the Immigration office/police keep a track on whether you are working more than the 20 hrs ?
In Norway, you dont get paid unless you have a tax card. To get a tax card, you need a work contract. We also need to renew the residence permit & work permit after the 1st year and for doing that we need to submit the bank statements for past 6 months. So it is hard to go unnoticed if a person works more than 20 hrs/week.

I dont know about the salary in Sweden for fresh MS graduates. But in Norway (which shares borders with Sweden), the average salary for a fresh MS (without any prior experience) is NOK 440,000 (Note: 1 NOK = 1.17 SEK). Add another NOK 20,000 to the base salary for every year of relevant prior work experience. There are a lot of people who did MS in Sweden but work in Norway. Almost the same set of companies visit the major universities in Norway and Sweden.
Note: Most Scandinavian countries are egalitarian and the salary figure appears 'very attractive'. But then you also have high taxes. It is typically in the range of 38-40% for the salary i quoted and the rate increases further if you earn more. Similarly salary doesn't depend on whether you are in IT or non-IT field.

Yes you need tax card, but as far I know they give you tax card according to your estimated salary, and at the end of the year, they check if you have paid more or less tax. Anyway, I meant that if you get a part time job which requires you to work more than 20 hours a week, you can simply apply for work permit.

I guess sometimes the past just catches up with you, whether you want it to or not.

krazzycool But I'm in look of some energy sector jobs. I found few in Sweden, Norway provides high salary because of their high cost of living. I guess similar salary cant be attained in sweden. still i'm expecting a answer from billa

gowthamtce I'm not sure about the energy sector, but the the EE/CS graduates get around 30,000SEK/month, and yes, they have slightly higher salaries in Norway.

I guess sometimes the past just catches up with you, whether you want it to or not.
